Came across this free adventure at Graeme Davis' blog

Anyone thought about combining this with the Historical Reference (Href) Celts book, also by Davis?

I would have thought the two would fit together, as they are both by the same author.

I've not had a proper look at HR3 Celts Campaign Sourcebook to see what the setting is like there, so I'm not sure where the adventure might fit best. I suppose there would be multiple areas it could go in.

Given that it was meant (in the author's own words) to give an overall Celtic feel, I think as written, it would probably fit best within a standard campaign setting like The Forgotten Realms that has an area such as the Moonshae Isles.

That being said, with some work, it would no doubt feel right at home within the aforementioned Historical Reference book.
